The Reflection July -
September, 2007 DOES
the federal budgetary
exercise conducted every
year with great fanfare
mean anything for the
country's poor? With
almost 45 per cent of
total expenditure going
towards defense and debt
servicing, another over
44 per cent towards
development expenditure,
grants, and subsidies,
there is just nine per
cent that goes towards
general administration
that includes law and
order, social, economic,
and community services.
Almost 89 per cent
expenditure is allocated
for creating an enabling
and a conducive
production climate with
less than nine per cent
aimed directly at the
uplift of the poor.
Direct beneficiaries of
the production climate
that the budget focuses
on are the upper income
groups whose lot is more
a function of budgetary
outlays as compared to
that of the poor who are
expected to wait for the
"benefits to trickle
down" to them at an
unknown point in time in
the future. The
government insists that
their strategy is
pro-poor growth and has
benefited the poor which
certainly requires
closer examination to
assess the effectiveness
of the pro-poor growth
slogan.

The Reflection April - June, 2007 THE threat of Talibanisation and the alleged 'deal' between General Musharraf and Benazir Bhutto have dominated the news recently. The two subjects are perceived to be interlinked in that some analysts see the need for an understanding between these parties as something that would benefit both at a time of a seemingly growing threat from the extremist forces and tensions between Islamabad and Washington. However, some of the fundamental questions raised must be addressed before one jumps to welcome the possibility of a rapprochement between the government and the Peoples Party as need of the hour or condemn it as a sell-out. Both viewpoints may turn out to be redundant if the establishment, the politicians and the media do not address basic and crucial questions about the future direction of Pakistan's political economy. Power sharing adjustments between military leaders and civilian politicians have taken place before but failed to bring either stability or prosperity to the country. This time, the stakes are even higher.

The Reflection January - March, 2007 It has been officially disclosed in a secret report that the top guns of Pakistan got Rs53. 499 billion bank loans, outstanding against them, written off on the basis of a decision taken by the financial team of General Pervez Musharraf in October 2002.This shocking disclosure has been made in a secret report submitted before the Public Accounts Committee (PAC) of the National Assembly which has been requested to take up the issue at the earliest to know the reasons behind such a massive loss to the public exchequer facilitating the privileged of the present set up. As the present government would claim to be the first in the history of Pakistan' that has completed five years in office, at the same time it would also be 'credited' with writing off such an unprecedented amount of loans within its five years in office to facilitate top guns of the regime.
